    Welcome to the Deaf and Disabled Telecommunications Program which includes California Telephone Access Program (CTAP) and California Relay Service (CRS). CRS provides a relay service where Communication Assistants will relay messages between a person using a TTY and a person who does not use a TTY.  Under CTAP, each consumer certified in the Program can receive an amplified telephone, TTY, or other specialized telephone equipment for use at home.

    Equipment is "on loan to you" until you can no longer benefit from the equipment. If the equipment becomes damaged, CTAP will replace it with identical equipment. If the same equipment is not available, the closest substitute will be provided. If you move out of California, please get in touch with the State of California CTAP Contact Center to arrange for pick up at no cost to you, or bring the equipment to a State of California CTAP Service Center below.

    CTAP Service Centers are located throughout California. All CTAP Service Centers are open Monday through Friday, 9:00 am to 6:00 pm. With the exception of the *Redding CTAP Service Center, the **Salinas CTAP Service Office, the*** Santa Barbara CTAP Service Office, the San Franciso CTAP Service Office,the San Jose CTAP Service Office, and the West Covina Service Office.

     

    • The Redding CTAP Service Center has limited hours: 2nd Wednesday and 2nd Thursday of each month, 10 AM – 4 PM, excluding holidays.
    • The Salinas CTAP Service Office, housed in the Deaf and Hard of Hearing Service Center, has limited hours: 2nd Friday of each month, 10 AM – 11:30 AM (closed 11:30 AM –1 PM) and 1 PM – 3 PM, excluding holidays.
    • The Santa Barbara CTAP Service Office, housed in the Independent Living Center, has limited hours: 2nd and 4th Wednesday of each month, 9 AM – 12 PM (closed noon – 1 PM) and 1 PM – 3 PM, excluding holidays.
    • The San Francisco CTAP Service Office, housed in the Hearing and Speech Center of Northern California, has limited hours: 1st and 3rd Friday of each month, 9 AM – 12 PM (closed noon – 1 PM) and 1 PM – 3 PM, excluding holidays.
