Doing Business with the Deaf and Disabled Telecommunications Program (DDTP)
Contracting Opportunities
The CPUC and the Department of General Services periodically issue Requests for Proposals (RFPs) or other bid documents to solicit competitive bids or proposals from vendors interested in providing services or equipment to the DDTP.
Services and equipment provided to the DDTP include items such as:
- State of California CTAP Contact Center and distribution center services
- Telecommunications relay services
- Marketing services
- ASL interpretation and language translation
- Real time captioning
- Brailling
- Project management and management consultation
- Program and contract administration
- Specialized telecommunications equipment

Tariff Expense Reimbursement Template Local exchange carriers in California offering approved services to their deaf and disabled customers may receive reimbursement for the monthly recurring rate of tariff-based services and associated non-recurring charges, if applicable. You may download the Tariff Expense Reinmbursement Template to request reimbursement for allowed services.
Payee Data Record
All DDTP vendors, including advisory committee members and proxies, must complete a Payee Data Record prior to receiving payment from the State for any goods or services provided to the DDTP. Please download the Payee Data Record Form and instructions.
